Quality Assurance/Quality Control Plan for the Italian Emission Inventory - Procedures Manual

The document describes the activities of QA / QC and the verification procedures to be followed during the annual preparation of the national inventory of emissions. APAT is responsible for the coordination of all activities relating to the inventory. In particular, it is responsible for the following activities: data collection process, emission factors collection, choice of estimation parameters, choice of assessment methods, choice of values of emissions and removals, uncertainty analysis, activities of QA / QC and verification and archiving of documentation. A detailed program of QA / QC and verification helps to improve the inventory in terms of transparency, consistency, comparability, completeness and accuracy of the estimates of emissions in addition to responding to explicit obligations under the United Nations Framework Convention on Climate Change, the Greenhouse Gas Monitoring Mechanism of the European Union and the Kyoto Protocol.
