PM10 - apply the limit values for PM10
The Directive 2008/50/EC of the European Parliament and of the Council on ambient air quality and cleaner air for Europe allows to Member States to ask for an exemption from the obligation to apply the limit values for PM10 (mandatory already on 1 January 2005). The conformity with these limit values wasn’t achieved in 24 Member States. Most of these States submitted the notification of exemption from the obligation to apply the limit values for PM10, however only few Member States and therefore few zones (7% for annual limit value end 17% for daily limit value) were exempted. In this report the trends, in Italy, from 2005 to 2009, for the emissions of PM10 and the number of zones where the levels of PM10 had exceeded the limit values were illustrated. The information provided by Italian authorities for the notification (79 zones notified) were also analysed, such as the transboundary, national, natural and local contribution to the levels of PM10, the measures implemented for attaining compliance with the limit values for PM10 and the resulting emission reductions. Finally the objections raised by Commission against the Italian notification were presented.
