On February 23 the European Commission adopted two Communications
on disasters: the first concerning a Community approach to reduce
the impact of disasters of natural and human origin in the EU, the
second focuses on developing countries, outlining a
sustaining strategy for risk reduction of disasters.
According to the Commission, the two "packages" help to implement
the Hyogo Action Framework 2005-2015, adopted at the World
Conference on Disaster Reduction, and represent a first attempt to
introduce a more strategic approach, particularly in the light
of increased risk caused by climate change.
