Engineer, Director of the Environment and Civil Protection Department of Region Abruzzo, Visca was chosen by the council led by the chairman Gianni Chiodi to replace the general director of the institution, Gaetano Basti, as provided by Law No 4 of 2009 for the reorganization of the institutions.
