From 23 to 27 October, the in-country review of the eighth National Communication (NC8) and the fifth Biennial Report (BR5) transmitted by Italy to the Secretariat of the United Nations Framework Convention on Climate Change ( UNFCCC) in December 2022, in compliance with climate commitments.

Italy, as a party to the UNFCCC Convention, must send to the Secretariat:
- annually data on greenhouse gas emissions through the national greenhouse gas inventory;
- every two years a "Biennial Report" on policies and measures on climate change and financial support provided to developing countries;
- every four years, the "National Communication" including information on adaptation and other activities undertaken to implement the convention, such as education, training and public communication activities.
The Eighth National Communication and the Fifth Biennial Report represent a fundamental step for Italy in respecting the objectives of mitigating greenhouse gas emissions, closing the second commitment period of the Kyoto Protocol (2013-2020).
The conclusion of the second commitment period (2013-2020) began a process of reviewing States' compliance with the reduction targets by an international review panel (ERT), coordinated by the UNFCCC Secretariat.
This review process is fundamental to the transparency system envisaged by the Convention and provides an in-depth technical assessment of the implementation of mitigation commitments, as well as information on adaptation and transfer of technological and financial resources to developing countries.
The works were opened by the head of the Minister's Technical Secretariat, Francesca Salvemini, with an overview of recent developments in Italian climate change policy and mitigation actions.
Italian experts from the Higher Institute for Environmental Protection and Research took part in the review, led by Eng. Valeria Frittelloni (Director of the Department for Environmental Evaluation, Controls and Sustainability) and the officials of the Ministry of the Environment and Energy Security, led by Dr. Federica Fricano (Director of the General Directorate for European and International Activities).
