Exemption from the obligation to apply limit values for nitrogen dioxide (NO2)

According to Article 22 of Directive 2008/50/EC of the European Parliament and of the Council on ambient air quality and cleaner air for Europe, Member States may ask for a exemption from the obligation to apply annual and hourly limit values for nitrogen dioxide (NO2), entered into force on 1st January 2010. Member States that submitted the notification were eighteen, nine for both limit values and nine for annual limit value. This exemption in 41% of zones for annual limit value and in 38% of zone for hourly limit value, was granted.
In this report the information provided by Italian authorities for the notification (48 zones notified) were also analysed, such as the transboundary national and local contribution to the levels of NO2, the measures implemented for attaining compliance with the limit values and the resulting emission reductions. Finally the objections raised by Commission against the Italian notification were presented.
